Don Benigno Simeon Quiambao Aquino, also known as “Apung Ignu,” was the second son of Don Servillano Aquino. He was elected as Representative of Tarlac’s 2nd District in the Philippine Legislature, serving Concepcion and its district for five terms: 1919–1922, 1922–1925, 1925–1928, 1935–1938, and 1941.

Intermittently, Apung Ignu also served as Senator for three terms: 1928–1931, 1931–1934, and 1937–1941, representing the 3rd Senatorial District (Bulacan, Nueva Ecija, Pampanga, and Tarlac). As senator, he was part of the Philippine Independence Mission of 1931, which negotiated the Hare–Hawes–Cutting Bill with the United States, laying the groundwork for eventual Philippine independence.

In 1937, Commonwealth President Manuel L. Quezon appointed him as Secretary of Agriculture and Commerce. When the Commonwealth government went into exile in 1941, Aquino remained among the prominent officials in the Philippines. He was later recruited by the Japanese to help establish a government, becoming Director-General of KALIBAPI and one of the two assistant chairmen of the Preparatory Commission for Philippine Independence.

With the inauguration of the Second Philippine Republic, Apung Ignu was elected as Representative for Tarlac and later rose to become Speaker of the National Assembly.
